Brian,
Thank you for the feedback. I'll go through the steps you recommended
of forwarding the bug to the debain bug tracker. as well as adding a
bug watch. I realize the patch wasn't much and it probably wasn't the
most proper way to submit it (including the whole file instead of just
the diff for a 1 line change) but it's my first "real" contribution
back to ubuntu and I really wasn't sure how to properly create the
diff and etc.

This problem has been resolved within the xastir source tree since April 2009. There is a stable release of xastir that has been available since October. I think time would be better spent incorporating newer release than to retrofit.

This is why I occasionally _HINT_ that the XASTIR developers should
migrate to Launchpad with a mirror at SourceForge.

I have stopped following/using most software packages that require
much more than running update manager when needed.

I have packaged the latest upstream version: xastir-1.9.6. Binary packages for Karmic and Lucid are available in my PPA here:

This version does appear to resolve the reported problem... The get-NWSdata script now places its results in /usr/share/xastir/Counties.
