Yes sounds are on.

Could you please provide a backtrace when the problem happens (i.e. have someone IM you while you are runnung gdb) by following the instructions at https://wiki.ubuntu.com/Backtrace. As far as I know there should be sounds and this is definitely a bug.

Can you please ensure that in your sound preferences in System > Preferences > Sound you have the alert volume up and a sound theme selected (not "no sounds").

Yes everything is correct. But no alert sound.

I tested again. The alert sound comes but very very low low even after maxed the alert sound in sound preferences.

Try going into your sound preferences and in your output tab, check each option to see if the volume is low.
