Version: 0.9.16-2
This bug report is somewhat similar to bug #323053 but not identical. I can set horizontal scrolling through synclient:
synclient HorizEdgeScroll=1
but setting it in gsynaptics doesn't have any effect. I can even uncheck it, quit gsynaptic, check it again and nothing changes - horizontal scrolling will not be enabled.

This issue is most likely duplicate of bug #320632. Or definitely it is bug in the driver as synclient reports different things that xinput.
