nvidia package could not install (9.10 upgrade)

Bug Description

Binary package hint: nvidia-glx-96-dev

While in the process of a distribution upgrade from 9.04 to 9.10 with the package update-manager , received the following error:
Could not install '/var/cache/apt/archives/nvidia-glx-96-dev_96.43.13-0ubuntu6_i386.deb' package may not be in a working state.
"subprocess new pre-installation script returned error exit status 2"
Installed video card is G4MX440-8X.APG8X.64M - which fully functioned under v8.04. After fresh install of 9.04, was unable to get this card to display above 600x800.

 # ubuntu-bug xorg
Could not import module, is a package upgrade in progress? Error: No module named PyQt4.QtCore

This bug report was filed against an old version of Ubuntu.
Can you confirm whether this is still an issue in natty?
