Bug Description
When you're dragging an object (eg file, link, etc), and hover the cursor over a docky icon of a running program, docky should bring the window of this program to the foreground after a short delay. This would match how gnome panel behaves, and it's a really useful for transferring data when you have lots of windows open, since it means you don't have to rearrange windows to drag-and-drop between them.
Hope there's plans to include this feature in docky in the future!

I have a branch where I'm playing with Compiz's Scale plugin and thought this was another great use case. Unfortunately calling the scale plugin while dragging an item doesnt seem to work. :-(
Anyway I will look into implementing it how you said too.
