Binary package hint: ubiquity
Ubiquity runs X with tcp ports enabled during the non-live environment install (i.e. selecting "Install Ubuntu" from the syslinux boot prompt). From tty1 this can be seen by doing:
$ sudo netstat -tanp
Active Internet connections (servers and established)
