System Monitor: No option to add process after kiiling one

Bug Description

After killing a process form system monitor, there is no option to add a process.
Eg: Killed Plasma Desktop. In the first place this being a key application of KDE 4 should have autostarted or should have asked for it.
System moinitor should also have an option to add a process as well so that it can manually started.

But shouldnt it have restarted automatically this being the most important
for KDE GUI.
Also I was looking for an option in System Monitor to start a new process
since it would be handy to have it at the same place where it is killed.
Let me know your views.
