Hitting ESC while dragging an icon off the dock doesnt cancel the drag

Bug Description
Drag a launcher off the dock. While still dragging it, hit the ESC key.
Expected: the drag is canceled, the launcher is still on the dock
Observed: the item was dropped (removed from the dock)

We are already abusing the crap out of GTK drag and drop to get it to do this since it was never designed for the "drag off to get rid of" use case. I am not sure if we can reasonably fix this.
