Drag & Drop scratchpad area

In order to facility an easy cut/copy & paste, I would like to see that a place that surround the work space, an area that namely common scratchpad, which is universal to all layers, but not part of any layer. Just like the book/graphic/newspaper layout technician in the old days before computer age.

Cut and copy work between layers, you just have to select the target layer before you paste.
Even having a common scratchpad you'd need to select the target layer the elements will be copied to, so you would end up in the very same situation you are now.
Unless you're talking about an area with drag and drop capability. In that case, you should make it clear in the description and in the summary, then we can mark this report as a wishlist item.
If not, and you just missed the way that copy and paste work between layers, let me know and I'll mark this bug as invalid.

You read my mind, this what I want, an area that is common but not part of any layer, that has the drag and drop capability (I call it as layout scratchpad).
