This bug was fixed in the package kpowersave - 0.7.3-5ubuntu1

kpowersave (0.7.3-5ubuntu1) karmic; urgency=low

  * Reinstate (and refresh) patch kubuntu_02_messages_target.diff: it is
    still doing its job of providing nonempty kpowersave.pot. Fixes
    FTBFS due to pkgstriptranslations (LP: #455703).
