remote bootstrap fails when walrus+sc are on the same host

Bug Description
If Walrus and the SC are installed and enabled on the same remote host then remote bootstrap (after registration fails) in one of two ways:
1. Walrus registered first: SC still tries to bootstrap and fails to find its configuration due to which it calls System.exit
2. SC registered first: subsequent registration of walrus does not bring up the walrus services until the remote eucalyptus-cloud process is restarted.
