Cannot move to other workspace / desktop when processing

Bug Description
Apparently you can't move the update-manager's windows to another workspace or desktop while it is downloading packages or applying changes. Today I was working on workspace one while the update-notifier popped up, I entered my password and selected "Install Updates", I was working in The Gimp so my screen was kind of full, trying to move the update manager to workspace two didn't succeed, the main window kind of disappears into nowhere, but the progress window flashes and stays on the workspace it was on.

IMHO, it can be considered as a bug.
The only way to move two connected windows (not only with update-manager, but also with synaptic) is to mark the active one as 'always in the visible work area', change desk, then mark the visible window as 'only in this work area' - don't know if the real English words are like that, I use Ubuntu with Italian l10n).
