While downloading some packages, the window can't be moved to another workspace.

Bug Description
steps to reproduce:
1. When a update is ready, click to update. You will get two windows: 1 at the background without any interaction and other in the front where you can "Cancel".
2. While the manager is downloading the packages, right click on the top of the window and select "Move to another workspace -> Workspace N".
The result is that the background window disappear, and the one wich is active move for a moment to the workspace you have selected but comes back to the current workspace (this is done very quickly).
