If cluster keys exist locally they will not be overwritten

Bug Description
This is a not so typical case.
If you register, deregister and re-register, keys will be created and synced. However, if you remove the database by hand, but not the keys and register a cluster, existing keys won't be overwritten. Existing keys should be overwritten unconditionally.
