hp-toolbox is missing PyQt

Bug Description
Binary package hint: hplip
when I try to start the hp-toolbox applicaiton, I get:
$ hp-toolbox
HP Linux Imaging and Printing System (ver. 2.8.7)
HP Device Manager ver. 14.0

error: PyQt not installed. GUI not available. Exiting.
warning: Qt/PyQt initialization failed.
error: hp-toolbox requires GUI support. Exiting.
I tried to install python-qt4 after that, but I still get the same error
is some dependency missing from the package?
this is on Ubunut 8.10 64 bit

Install hplip-gui. I believe hp-toolbox belongs there.
