Move edge message to the footer, allow people to stop redirection

Bug Description
For 3.0, we don't want the edge message to be so prominent.
To accomplish this, we need to remove the message from the top, and add one in the footer that says:
"_Disable edge redirect_"/"_Enable edge redirect_", both are green links and call "setBetaRedirec

OK, I think a few things need to be clarified here:
First, if we are talking about moving the site_message from the top to the footer - that's easy, but it will affect all site-messages (ie. also staging and dogfood's site messages).
Second, the actual links within the site-message will simply be part of the config site_message variable (I'll test those locally).
Third, I'm not sure why we'd want "Enable edge redirect" in the site_message for edge, as it will only ever be seen when on edge (note: on the homepage at launchpad.dev there is an option to re-enable the redirection).
