need kernel and initrd for uec-images

Bug Description

The output of vmbuilder nightly builds http://uec-images.ubuntu.com/<release>/<YYYYMMDD> currently does not include a kernel and initramdisk. The expectation is that these images are used for both ec2 and uec. For UEC, we need to provide a kernel and initramdisk.

Doing so will shorten instructions at https://help.ubuntu.com/community/Eucalyptus for obtaining a kernel/initrd, as the user will not need to create their own.

Note, we need to make sure that this initrd has acpiphp per bug 364916.
