It's easy to reproduce, just get alpha-5, and hit Forward on the "Where are you?" screen.
I'm having a hard time figuring out why on earth aren't the Region and Zone fields preseeded like they used to be, based on locale chosen in the first installer step. It's not even consistent with the rest of the installer behaviour, because it preseeds the keyboard layout choice based on the locale.
With jaunty, to install Ubuntu I just hit Forward a couple of times until I get to partitioning, now I have to choose my Region and Zone from a long list. Even if I choose the "Europe" region it still doesn't preseed the "Zone" field with my language. This is entirely unnecessary work, it used to work fine, now it doesn't.

They should most certainly be preseeded. Can you please run the installer in debug mode (`ubiquity -d`) up to the timezone page, then attach a screenshot, /var/log/syslog, /var/log/ installer/ debug, and /var/log/partman to this bug report?
