make it easy to run dictd on inetd

Bug Description

After installation of several dictionaries, top shows that dictd eats 40MB (RES) of memory. The purpose of dictd may be to run on servers where such memory usage is not a problem, but a lot of people run it on their desktops for convenience. Such memory usage for a sporadically used component is quite high.

The README.inetd.gz in the package contains instructions how to set up dictd to run through inetd. Running dictd through inetd appears to be fast enough for personal use, so I would suggest to make it easier to configure dictd that way. Perhaps a debconf option could be added that would carry out the instructions in README.inetd.gz automatically.
