With bug 418024 much of the developer-centric packaging info has been moved to the /+packages traversal.
The first step for the PPAIndex refactor will be to:
1. Update the PPA index to the 3-0 template.
2. Remove the excess packaging info
3. Simplify the table on the index page (as shown in the mockups linked above).
