Bug Description
libcgroup should be split apart into smaller subpackages so that the PAM module is in it's own package and the binaries are not tied to the libcgroup soname.

debdiff attached! This should be very close to what we're looking for. Pay special attention to two files: debian/copyright and debian/control. Make sure I got the wording correct in debian/copyright and it includes the pieces left out previously. Also, the package descriptions in debian/control, I did my best, but you may have suggestions for improvement.
