The -dbg allows a developer to locally debug the problem (in this case bryce wanted to see if the problem was in X or compiz)

Sorry, didn't read that correctly. I wasn't aware of -dbgsym. Does that make all the -dbg packages obsolete?

Most of them. There are python -dbg packages which contain a
completely new build of Python extensions with extra code, and they
don't just have stripped out debug symbols. Second, I believe
xserver-xorg-video-intel-dbg ships an extra debugging tool.

Those are the only exception I'm aware of.
