Initial work at converting www.karlproject.org to Sphinx

This ticket covers work already done.

Before closing this ticket, get with mcdonc and get everything (minus, perhaps, any PSDs or mockups) moved over to the svn repo where karl3 lives, outside of karl3 itself.

Mike, can you comment on the work it would take to process the various changelogs into a single page in Sphinx, with the "LP 348233: Foo" converted to a hyperlink? We can make that extra work into other tickets.

Not much, I think it would take about an hour. I can add a new Sphinx page for the changelog along with small Python script and corresponding command in the Makefile if you'd like.
