Binary package hint: bluez-gnome
The bluetooth-
When the toggle is active (there's a tick in the box), bluetooth is active, while the text next to it says "hci0 bluetooth killswitch". Removing the tick disables the bluetooth radio.
I was expecting the tick to work the other way around: tick = killswitch active = no radio

gnome-bluetooth will replace bluez-gnome starting in karmic, could you try with gnome-bluetooth 2.27.9 or later once it is published in karmic, and confirm if this is fixed?
