upload speed is bigger that the set limit

Bug Description

Binary package hint: transmission

I set the upload limit to for example 10kbps. The transmission interface indicator seems perfect acording to this limit, the speed appears to be obeyed. But when I check gnome-system-monitor, I see 30 or 40 kbps upload speed, with nothing else running. It looks like Transmission is measuring the speed incorrectly, and as a consecuence the actual upload speed is uncontrolled and this makes other internet activities very slow.

Thank you for taking the time to report this bug and helping to make Ubuntu better. However, I am closing it because the bug has been fixed in the latest development version of Ubuntu - Karmic Koala. It won't be fixed in previous versions of Ubuntu because the package doesn't fit the requirements for backporting. See https://help.ubuntu.com/community/UbuntuBackports for more information.

Actually, one could probably request a sync of 1.73 to jaunty. As far as I remember its a simple enough as there aro no changes in source package required. But only to jaunty - we can't backport to eaelier releases, only ppa for them slackers :)
