Binary package hint: compiz
The title says it all. I can't explain. It can be found nearby the notification area. The next best thing is to collect evidence for you and submit. It is then where you can process and analyze data to the extent of your abilities and come up with a conclusion. :)
To confirm that this is not a wallpaper or some sort of theme bug, I changed wallpaper. I changed theme. I even toggled off "Expand" mode to separate from the pack and yet there it is... Darn white line. It even is positioned in same place. However, when I switch workspace, I can see the white line escaping and appearing again (in same spot) from opposite side. I'll check messages and answer questions the best I can.

The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Karmic Koala.
