* debian/rules: don't install usr.sbin.ntpd or tunables/ntpd. Can remove
this when we create a new orig.tar.gz

* remove apparmor. d/usr.sbin. ntpd and apparmor. d/tunables/ ntpd since ntpd
will begin shipping its own profile
