Implement installer based on distutils or setuptools

The current install scripts pretty much suck for a variety of reasons. This should be re-done with some more standard mechanisms like distutils.

I worked out how to do this at a previous job.

You can see my branch at lp:~zirpu/graphite/mine

Please pardon that I PEP8'ified the code while I was working on getting an installable version working.

This is just one way of doing it.
