init-script does not use LSB functions

Bug Description

I have prepared a patch against the initscript which will fix this issue.

Mostly similar to the sysklogd initscript. The patch fixes the initscript to use the LSB functions from /lib/lsb/init-functions.

    + depends on lsb-base (>= 3.0-6)
    + adhere to DebianMaintainerField.
  * debian/syslog-ng.init: use LSB log functions (thanks to Itamar Ravid for
