XMDS should never send a retired layout or retired media down to any clients.

Isn't retired media valid though - for example where a new version has been uploaded in a layout but the old version remains in a different layout?

Yes, the media is still valid... but the layout shouldn't be in the schedule
any longer.
So any reused media would still be in RequiredFiles... but the XLF wouldn't
be and it also wouldn't be in the Schedule.
