merge proposal number should be at the start of the <title>

The merge proposal page title should put the mp number near the start, like the bug page does, so that it is useful even when truncated in eg a browser tab, history item, or task bar button. At the moment (post bug 346318) it has "Proposal to merge lp:{something}"

It would also be useful to put it in the in-page title.

It's good to emphasize the mp number because the branch path typically will not fit. See also bug 400215 and bug 400513.

Perhaps using "Merge #5520 in <Project> lp:{something}" wouldn't be so bad.

While I'm not in favour of making the numbers mean too much, it may well be more meaningful to some people?

I'm not completely opposed.

The project is semi-redundant with the branch name, so I'd put it later
than the branch name. Would this also apply to sourcepackage branches?

unique-to-the-mp text near the start of the title? That's all I
really want, I don't care much what it is.
