Bug Description

As mentioned in #391259 we have a group of people in the hosting organization that manage users. One of these operations is to delete a user.

The semantics of deleting a user remain to be determined. (Delete a profile, remove memberships, etc.)

What should we do with the "creator" attribute of objects that were created by deleted people?

Should we delete the user's tags?

To finish this, I need some kind of answer for those questions. I also need to make the software remove the user from all communities.

This makes me wonder if 'delete' is really what we want do do. A
'deactivate' may be more appropriate for maintaining an internally
coherent database. We could even use the word delete in the UI, but
behind the scenes we just deactivate the user.

Sorry Shane, I forgot to paste in Jason's response. To meet the schedule, you can do any of his points you would like, up to and including, deferring the work until we get a real feature change written up.

In the longer term, I think the following should be done:

- Allow a user profile to be marked inactive
- Making a profile inactive does the following:
 - Set an attribute on the Profile
 - Remove the user account for the profile so login cannot occur
 - Make sure forgot password doesn't break anymore (this will be
tricky with GSA controlling the process for OSI)
 - Show an inactive badge on the user profile
 - No longer list the user in the People section
 - Make sure community membership doesn't break
 - Remove the profile from search results
 - Effectively, the only way to find a profile is by viewing
content authored by the now inactive profile's user
- Allow an inactive profile to be marked active again

As noted by Jason, KARL2 didn't have a facility to "delete" (archive) a user. Thus, this requirement is a new feature that needs to go into the backlog for specification. Marking as "won't fix".
