Extra Overrides need to be properly put in the DB

The publisher currently writes out the extra overrides in a locked-to-ubuntu way.

In particular we need to support extra overrides in a sane way and we need to work out how to represent the seed overrides for Task headers.

Furthermore, extra overrides need to be *updated*! This is critical; netboot installs of Ubuntu will currently install totally the wrong things because stuff has been removed since the hardwired more-extra.overrides file was last updated in February.

Since the DB model is missing for too long, Is there a way to solve this updating the hacked file ?

Celso, we arranged a little while back for the hacked file to be regularly updated; that's what the addition of cron.germinate fixed.
