Bug Description
When using 'apt-cache show $packagename' the following information is returned:
Bugs: mailto:<email address hidden>
However, this is not a useful place for bugs to be reported as no one is monitoring that mailing list for bug reports. It would be better if people were directed to use a utility like 'ubuntu-bug $packagename' so bug reports end up in a useful location.

In order to take action on this, we need to determine what reportbug will do with some other value, as currently that is the primary utility that parses that field. At the moment, unfortunately, it isn't obvious to me that it will do anything useful with more appropriate values, and may get very confused; we may need to improve it first.
