Bug Description

Please tell browsers that merges.ubuntu.com uses UTF-8 encoding (add something like <meta http-equiv="Content-Type" content="text/html; charset=utf-8"> to the html file). At least my browsers (tested using Firefox and Epiphany) doesn't use UTF-8 encoding on that page (e.g. https://merges.ubuntu.com/main.html) and characters like 'ä' are not shown correctly.
