actually the problem is with pidgin that needs UTF-8,CP1252 in the accounts and not plain UTF-8

affects: xchat (Ubuntu) → pidgin (Ubuntu)
summary: - xchat sets wrong encoding
+ pidgin sets wrong encoding, and doenst see xchat encoding

A workaround for pidgin is to go to the Advanced tab in the Account properties and change the Encodings to UTF-8,CP1252 and check the "Auto-detect incoming UTF-8". This will mimic the X-Chat behavior.

I agree that this should be forwarded/discussed upstream first, otherwise this risks a protocol breakage between different distributions. Thank you!
