vpn fails to connect when server requires only 128 bit encryption

Bug Description
Binary package hint: network-
Everything worked fine in 8.10 and before. In 9.04 it fails. The server (U of Illinois) I connect to wants you to set 128 bit encryption and disable the 40 bit. I worked around the problem by replacing the gconf file, ~/.gconf/
configured in 9.04 (does not work):
