Directory for PID file gets deleted during reboot

Bug Description

Found this in jaunty jackalope: Directly after installation ircd-ircu starts just fine using "/etc/init.d/ircd-ircu start". After reboot, it does not start anymore. I found out, that the directory for the PID-file /var/run/ircd is gone after reboot, resulting in the fact, that the PID-file cannot be written and ircd cannot start anymore (unfortunately wihtout any notice why). If I recreate the directory, ircd starts just fine. Unfortunately it is deleted again during reboot. Did not find out how to stop this, though.
