/etc/init.d/libchipcard-tools can cause postinst to fail

Bug Description

The only way I could unfreeze was to reset the power button.
System rebooted and evreytime I tried to login it came back with the login form again.
I rebooted in console mode, logged in, and entered startx, I was able to KDE working.
Tried adept again and it offered to resume and fix the issue. It was able to configure networking and was succesful
Unfortunately it stopped and asked to try dpkg --configure and/or apt-get -f install. It failed with the following:

Setting up libchipcard-tools: (4.1.3-2ubuntu1) ...
Starting libchipcard-tools daemin: invoke-rc-.d: libchipcard-tools, action "start" failed.
dpkg: error processing libchipcard-tools: (--configure):
  subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
   libchipcard-tools
E: Sub-process /usr/bin/dpkg returned an error code (1)

I don't think that the following:

has much to do with the system freeze. Se also bug # 283925 which relates the libchipcard-tools problem, in no relation to a system freeze at all.

Postinst should not cause a dpkg failure if eg. "/etc/init.d/libchipcard-tools start" fails as this can break the packaging system.

The appropriate line probably wants '|| true' on the end.

This is a general truth I totally agree with. But yet I didn't figure
what causes the problem. It seems to be specific to Ubuntu -- Debian
doesn't have this problem.

As Wim has already pointed out in bug #37117, starting the daemon by
start-stop-daemon manualla fails with the error message "Unable to set
gid to 115 (Operation not permitted)"

What do you suggest in detail? What line in which file?

Running the init script for starting the daemon without actually
starting the daemon is not an option.
