Bug Description
problem with 9.04, i did not have this problem with 8.04 or 8.10
I am using a hp nc6120
My wording is [16531.532314] restarting system.
or
[ 565.918563] restarting system.
no buttons or commands will change anything

Can you run the following in a Terminal:
apport-collect -p linux 360616
It will collect and attach some general kernel debug information and attach it here. Can you also try booting with the "reboot=b" boot option and let us know if this helps as a workaround? Press 'Escape' key at the 3 second pause by Grub bootloader. Then press 'e' (edit) on the buggy kernel entry, followed by 'e' again on the kernel line. Add "reboot=b" (without quotes) to the end of that line. The press 'b' to boot. When you then reboot does it reboot as expected rather than freeze? Please let us know. Thanks.
