Ubuntu 8.10 connects with internet but ramp down on network activity while browsing or emailing

Bug Description
Running Ubuntu 8.10 stand alone on a separate HD.
When I boot XP on the other HD the internet works fine.
It is running wired to an all in one Virgin Broadband home system.
When Ubuntu boots it connects to internet eth0 wired not a problem. Do so straight up on the install.
I can PING addresses fine.
If I try to use firefox it begins to download and stops immediately.
Reviewing the system monitor I get a ramp up and immediate ramp down of network activity. I get 50-80 kb at a time.
Toggling the refresh button drags a bit more in each time so it is working.
E-mail and updates do the same thing. Just can’t get any flow of data to sustain.
I am a novice to Ubuntu so I have not dug too far.
Any suggestions welcomed.
