Bug Description
Bug #337658 turned off success notifications for PO package imports. Apparently template imports will still send success notifications. This is less wrong, but still quite wrong.

Most package uploaders will get at most one success email about this (i.e. one email per package), thus making this a 'low' priority bug. If this becomes a large annoyance to everyone, we should fix it by not sending success notifications for templates to packagers (but still keep sending them to upstream uploaders, at least those doing a manual upload).
