It seems to be a consensus that success notifications for translation imports from packages are not really useful. We should send them out only on failures. This will affect bazaar support as well.
The thing to decide on is whether to also send out notifications about problems in only a few messages in a translation.
Ubuntu packagers, please speak up.

To clarify, these are types of problems that can happen with translation imports from packages:
• encoding or syntax error in a PO file: complete file rejected
• bad po-revision-date: complete file rejected, bug see bug 331094
• a single message has some problems (i.e. c-format specifiers do not match): that message is rejected (or others failing msgfmt -c checks), but all others are accepted
Basically, since notifications are to help fix problems with translations in packages (i.e. packagers should know how and where to ask for stuff to be fixed), we need to decide what information is useful for notifying about. Once bug 331094 is fixed, the number of failure messages will go significantly down, so that will be fixed first. For other two points, I believe it's worth to notify on both.
