in SYSTEM mode, CLC tries to discover elastic IPs from CC even though elastic IP support is not enabled in SYSTEM mode

Bug Description
CLC attempts to discover list of public IPs from a CC (only valid in MANAGED and MANAGED-NOVLAN modes), and will reject run-instances requests (with --addressing public, which is the default for ec2 api tools), unless the addressing mode is set to 'private'. Having to set addressing mode to 'private' is a misnomer in this case.
possible solution; CC will respond to a 'describePublic
