Writable KARL3 checkout

Per the instructions in the email and chat in IRC, make sure you get a writable checkout once Chris says your keys are in place.

Close this task once you confirm that you can checkin some hello world change (like an empty line) in the README.txt.

Read through the README.txt in the checkout root completely, as it has a number of useful points. Buildout the server and start it up, per the instructions.

Local instance is up and running. Ran into a slight snag with the latest zc.buildout and repoze.recipe.egg. More details in the repoze tracker: http://bugs.repoze.org/issue67
