language support not installed completely error

Bug Description

I'm using an i386 up to date dapper system in United States English. Upon opening the language selecter, i'm presented with this error: "The language support is not installed completely". These are the details:
mozilla-firefox-locale-en-gb (154k)
openoffice.org2-l10n-en-us (476k)
openoffice.org2-l10n-en-gb (2481k)
openoffice.org2-help-en-gb (11.1M)
openoffice.org2-help-en-us (10.3M)
First of all, why are these packages not installed by default? If they are not chosen to be installed by default, language selecter should not prompt that the language is not completely installed.
When I press "Install", I get this not-so descriptive error:
"Could not apply changes!
Fix broken packages first."
I have no broken packages, all packages are completley installed. apt-get -f install does nothing.

There appear to be broader language-support-** dependency problems; refer to 33047 and 34588.

Currently there's an issue with openoffice localizations - this is already filed several times.
