Bug Description
if the number of addresses in the range specified by
VNET_SUBNET
VNET_NETMASK
is too small for
VNET_ADDRSPERNET * 4096
the CC will use addresses outside of the specified range.

CC will now check/warn if the range is too small, and dynamically set the max vlan to size of specified private subnet
