Bug Description
Hi,
It's currently relatively hard to detect NEON properly in userland, and would be much easier to rely on hwcaps rather than patch NEON detection code in various places.
The new NEON hwcaps bit was added after THUMBEE, so I think it makes sense to also cherrypick the THUMBEE hwcap bit.
Both patches are aimed at mainline for 2.6.29.
