1.6.16's ja.po has wrong encoding.
I made a debdiff.

This po is not only fixed encoding issue.
Some mistaken translations were fixed.

Unfortunately, we have not yet completed the process of opening upstream UNR packages up for translation on Launchpad.

This will happen soon, and it will be announced on the ubuntu-translators mailing list. Can you please submit your translation suggestions in launchpad when this process is complete?
