eucalyptus-cc package needs to depend on 'bridge-utils', 'dhcp3-server', and 'vlan'

in MANAGED networking mode, the CC needs to be able to create bridges, vlan tagged interfaces, and manage its own dhcp server for VMs.

I'm adding them as "Recommends:". This means they'll be pulled in by default, but are removable without causing Eucalyptus to be removed as well. This lets people who do simple bridging remove the packages they don't need in that situation.

As of 1.5~bzr266-0ubuntu2, eucalyptus-cc does not depend on dhcp3-server anymore. Did it regressed?
